In practice that means the board is not going to re-evaluate work you have already had evaluated once: your degree, your post-degree supervised clinical hours and your National MFT Examination result are taken as read on the strength of a valid, unrestricted license in another state. What remains is an application, a fee, and whatever Connecticut adds on its own account — commonly a background check, sometimes a jurisprudence exam on its own statutes.

Connecticut has adopted the Access MFTs model law. The practical effect is that Connecticut Department of Public Health — Marital and Family Therapist Licensure accepts your existing, unrestricted MFT license as evidence of the things it would otherwise make you prove again — the degree, the supervised hours, the national examination.
What it does not do is make this something other than a license application. You file with Connecticut Department of Public Health — Marital and Family Therapist Licensure, you pay its fee, and what you receive is a full Connecticut license with its own renewal date and its own continuing-education requirements. That is more to maintain than a compact privilege would be, and also more durable: it does not evaporate because a license somewhere else lapsed.
Where applications stall here is almost never the model law. It is supervised-hours documentation, or a verification sitting in another board's outbound queue.
